Rinraiden6 years ago #2. There is a way, but I'm not sure how. For me, it randomly appeared in my inventory oneday. No idea how. Must've picked up some loot underwater without knowing it. As for the cover shield, you get it from the quest "Plight of the Rebels". It's a level 40 quest, so you probably won't get it until the game is basically over.
Toanswer your other question, large shields can be attacked in several ways. a charged heavy attack (skill "Charge Heavy Attack" in the warrior tree). Hold down the heavy attack button until you see and hear a cue to indicate the attack is now fully charged, which takes a second or two, unless you have a weapon with "instant charging."

EDIT I am noticing that it is simultaneously hold and toggle. If you simply tap L1, it "toggles" the shield and from there you can simply press CIRCLE to parry. On the other hand, if one holds down L1 (treating it as if it is set to hold) the game interprets the input as hold. You must hold L1 in order to keep the shield up/parry.
